发展(zhǎn )普(pǔ )惠托育(yù )服(fú )务(wù ),要充(chōng )分调动社会(huì )力量(liàng )积极(jí )性,而社(shè )会(huì )力量往往面临高成(chéng )本压力,需(xū )要建立合理的成本(běn )分担机制。中国宏观(guān )经济研(yán )究院社(shè )会发展(zhǎn )所研(yán )究员(yuán )张本波提出(chū ),一(yī )方面,要加(jiā )大(dà )政府(fǔ )投(tóu )资力度,提高托位建设(shè )补贴标准,进(jìn )一(yī )步(bù )降(jiàng )低普(pǔ )惠机构开办成本;另一方(fāng )面,采取公建民(mín )营、运营补贴(tiē )、奖励补助(zhù )、购买(mǎi )服(fú )务等多种(zhǒng )方(fāng )式(shì ),降(jiàng )低普(pǔ )惠机构运营(yíng )成本。
